Credit for Asymmetric Spinnakers Tacked to Bow

The original purpose of the 9 second a mile credit for an asymmetric spinnaker tacked to the bow was to help cruising sailors. Now, racing asymmetrics have become better such that, in these cases, there does not seem to be any disadvantage to them. At the Fall Goveror's Meeting there will be a discussion about this credit. One solution might be to give the credit only to boats who qualify for the recreational handicap credit. That would eliminate the race boats from this credit. Please provide feedback to your Fleet governor or handicapper about this.
