Spring 2009 Governor's Meeting

The Spring Governor's and Handicapper's meeting was held at the Jubilee Yacht Club on 25 March 2009.

New Fleets on Lake Sunapee, New Hampshire and on Martha's Vineyard were accepted.

Due to the fact that there is no common definition for what a so-called Code Zero spinnaker is, the notion of a "close reaching spinnaker" was agreed to. This would be for a spinnaker that was intended to be used with the apparent wind less than 70 degrees. This inludes such sails as the North A1 and the Doyle A3 as well as anything called a Code Zero. The handicap adjustment depends on the boat rig. Obviously the close reaching spinnaker is more of an advantage with a non-overlapping jib than with a 155 and will be handicapped accordingly.

The notion of on-line paying for the regular certificate was discussed with no real resolution. There are several questions that would have to be answered.
